히믈러에 의해 만들어진 강제수용소는 독일 내국인에게는 독일국가 사회주의 반대하는 저항인들에게 이념적 인권 차별, 외국인에는 인종적 차별로 독재와 폭압의 권력을 사용했다. 또한 이들은 국가사회주의 건설에 걸림돌이므로 청소해야할 대상, 대량살상을 위한 생체실험 연구와 실행의 현장이 필요했다.
